Umrah is subject to different rulings, whether it is obligatory or recommended. The preferred fatwa is that it is a confirmed Sunnah that must be performed once in a lifetime, and it should be performed whenever one is physically and financially able, as is a condition for the obligation of Hajj. If a Muslim is able to perform Umrah but is unable to perform Hajj, then he should hasten to perform Umrah.
